Chadian private sector support for low carbon and climate-resilient development
Summary
The proposal identifies significant barriers preventing the Chadian private sector from contributing to climate action, including the NDA's poor understanding of private sector roles and a lack of national technical expertise in climate finance. To address these, the project proposes a series of capacity-building activities: training the NDA on GCF private sector facilities, establishing a private sector coordination mechanism, developing a roadmap for the accreditation of a private sector Direct Access Entity, and creating a knowledge management system. The project will be implemented by the Institut de la Francophonie pour le Développement Durable (IFDD) over 18 months, with a strong focus on gender mainstreaming, targeting at least 40% female participation in training and strategy development.
Key insights
- Chad is highly vulnerable to climate change, characterized by persistent drought progressing at 3 km per year in the north and increasing temperatures, with the N'Djamena station recording a rise of +1.5 °C and +1 °C in the last two decades.
- Despite the private sector's potential, its contribution to climate action in Chad is very low due to barriers such as poor transport infrastructure, unreliable electricity, lack of skilled labor, and a regulatory framework that does not provide incentives for investing in adaptation or mitigation technologies.
- The National Designated Authority (NDA) lacks the capacity to effectively engage the private sector, specifically suffering from a poor understanding of the private sector's role in a low-carbon economy and a lack of national technical expertise in climate finance resource mobilization.
- Chad has not yet submitted any national or local funding proposals exclusively dedicated to the country to the GCF; all approved GCF-funded climate projects in Chad have been regional or sub-regional initiatives.
- The proposed intervention includes the creation of a private sector coordination mechanism consisting of an NDA-led working group with representatives from private-sector organizations, the NDA, and the Ministry of Finance.
- The project aims to establish a roadmap to identify and accredit a private sector Direct Access Entity (DAE) to the GCF, as Chad currently lacks an accredited DAE dedicated to private sector climate resource mobilization.
- A knowledge management system will be developed, featuring a best-practice guide for the NDA and an e-learning module for private sector stakeholders, hosted on the national GCF website.
- Gender disparities in Chad are severe, with only 12.3% of girls enrolled in secondary education and a literacy gap where only 14% of women are able to read; the project mandates a minimum of 40% female participation in training and strategy development.
