Report on the activities of the Information Appeals Panel

The Information Appeals Panel (IAP) processed one appeal between February and May 2023 concerning a delayed response to an information request. The IAP determined that while the GCF Secretariat eventually provided the requested information, there was a significant delay in responding to a specific clarification request. The IAP concluded there were no grounds for further disclosure but shared recommendations with the Ethics and Audit Committee regarding the response timeline.

• The IAP processed a single appeal filed on 31 January 2023 by a CSO Active Observer regarding a request for information about IRM Case C-0006, which concerned the 'Bio-CLIMA' project in Nicaragua implemented by the Central American Bank for Economic Integration (CABEI).
• The IAP ruled on 3 March 2023 that the GCF Secretariat had discharged its obligation to provide information, as the requested clarification for 'Question 04' was eventually provided on 1 February 2023, meaning there were no grounds for further disclosure.
• The IAP identified a procedural gap in the Information Disclosure Policy (IDP), noting that while paragraph 25 sets a 30-working-day response limit, the policy does not specify the timeframe for responses when additional time has been requested. In this specific case, the Secretariat took 40 working days to respond to the follow-up clarification.
