Readiness and Preparatory Support Programme – annual report on implementation 2022
Summary
As of 30 April 2023, the GCF has approved 693 readiness grants totaling USD 513 million for 142 countries. Analysis of 239 completed grants shows significant progress in capacity-building, strategic framework development, and adaptation planning, with a strong focus on vulnerable regions. However, the portfolio has faced substantial delays, primarily due to the COVID-19 pandemic, leading to 336 grants receiving no-cost extensions. The GCF is implementing operational improvements, including the Readiness Results Management Framework (RRMF) and the Portfolio Performance Management System (PPMS), to enhance reporting and efficiency.
Key insights
- As of 30 April 2023, the GCF Secretariat approved 693 readiness grants for 142 countries, with a total value of USD 513 million. Of these, 588 grants received disbursements totaling USD 302 million, representing a 51 per cent increase from December 2021.
- The programme has overachieved its target of allocating at least 50 per cent of readiness support to vulnerable countries. SIDS, LDCs, and African states account for 66 per cent of the 142 countries (94 countries) and 61 per cent of the total grant value (USD 311 million).
- Analysis of 239 completed grants demonstrates achievements across five strategic objectives: 120 country programmes were developed, 108 concept notes were created, 141 stakeholder trainings were conducted, and 56 knowledge products on low emission and climate resilient development were produced.
- National Adaptation Plan (NAP) support represents a significant portion of the portfolio, with USD 216 million (42.1 per cent of total funding) allocated to 99 grants across 88 countries as of 30 April 2023.
- The COVID-19 pandemic caused widespread implementation delays, resulting in 336 grants receiving no-cost extensions (NCEs). Approximately 74 per cent of these extensions were directly attributed to pandemic impacts.
- Beyond the pandemic, other primary drivers for implementation delays and no-cost extensions include the unavailability of qualified consultants, poor project design (such as unrealistic timelines), political instability, and natural disasters.
- The GCF is introducing several operational improvements to increase efficiency, including the Readiness Results Management Framework (RRMF), the Portfolio Performance Management System (PPMS) for online reporting and disbursements, and the Readiness Knowledge Bank (RKB).
- To reduce administrative burdens, the Secretariat is shifting the reporting frequency for delivery partners with Framework Agreements from semi-annual to annual progress reports and allowing annual disbursement requests.
