Report on the activities of the Secretariat
Summary
The GCF Secretariat exceeded several 2021 targets, allocating USD 1.2 billion in a single board meeting and reaching a total portfolio size of USD 10 billion. Key achievements include increasing the share of direct access entity (DAE) programming and reducing the time from project approval to first disbursement. However, the Secretariat faces significant capacity constraints in processing a pipeline of over 150 accreditation and re-accreditation applications, and the simplified approval process (SAP) remains the only programming target not met.
Key insights
- The Secretariat substantially exceeded its 2021 programming and implementation targets, with record volumes of USD 1.2 billion allocated at board meetings B.28 and B.30.
- Direct access entity (DAE) programming saw significant growth, accounting for 25 per cent of 2021 programming in Grant Equivalent terms, with USD 645.98 million in approved DAE funding proposals for the year.
- Private sector adaptation programming increased by nearly 900 per cent from initial resource mobilization, driven by three new proposals totaling USD 325 million approved at B.30.
- Portfolio implementation efficiency improved, with 80 per cent of the portfolio now under implementation and median times from review to first disbursement reducing from 20-23 months in 2019 to 12-17 months for projects approved in 2021.
- The simplified approval process (SAP) was the only programming target not met, with four projects totaling USD 37.5 million approved, falling short of the USD 60-110 million target.
- The Secretariat faces a critical capacity gap in accreditation; while it has the capacity to process 60 applications per year, there are over 150 accreditation and re-accreditation applications in the pipeline for 2022.
- To address capability gaps, the Board approved increasing the Secretariat's headcount to 300 in 2022 and 350 in 2023, with 2022 positions primarily focusing on portfolio implementation and risk management.
- Resource mobilization for GCF-1 reached 98 per cent of nominal pledges, totaling approximately USD 9.68 billion equivalent, with all 34 contributors confirming part or all of their pledges.
- The Secretariat is operating in 92 countries without bilateral privileges and immunities agreements, resulting in USD 1.9 billion in disbursements in areas without such coverage.
