Report on the activities of the Information Appeals Panel

The Information Appeals Panel (IAP) reported no new appeals between January and May 2019. However, the IAP expressed concern to the Board that a decision from 19 November 2018 has not been fully implemented by the GCF Secretariat. The panel also detailed its leadership rotation and the development of a Case Management System (CMS) expected to go live in late July 2019.

• The Information Appeals Panel received no appeals during the reporting period of 1 January 2019 to 31 May 2019.
• The IAP reported that a decision dated 19 November 2018 has not been fully implemented by the GCF Secretariat despite multiple requests for updates. The IAP noted that it lacks the power to enforce or monitor the implementation of its decisions, which it argues undermines the effectiveness of the GCF's Information Disclosure Policy.
• The IAP follows a rotating chairmanship among the Heads of the Independent Integrity Unit (IIU), the Independent Redress Mechanism (IRM), and the Independent Evaluation Unit (IEU). The Head of the IRM served as Chair until 3 June 2019, succeeded by the Head of the IIU from 4 June 2019 to 3 June 2020.
• A custom-built Case Management System (CMS) is being developed by the IRM to facilitate the processing of IAP appeals. User testing was scheduled for June 2019, with the system expected to go live toward the end of July 2019.
