FP200: Scaling up the implementation of the Lao PDR Emission Reductions Programme through improved governance and sustainable forest landscape management (Project 2)
Summary
The project aims to reduce GHG emissions by 4.6 million tCO2eq over four years and increase the resilience of 273,700 direct beneficiaries and 2.1 million hectares of ecosystems in Northern Lao PDR. It focuses on three components: strengthening the enabling environment for REDD+ through climate-informed land use planning and sustainable finance; promoting deforestation-free agricultural practices and supporting agri-MSMEs via matching grants; and implementing sustainable forest landscape management and restoration in village and conservation forests.
Key insights
- Project 2 is expected to result in emission reductions of approximately 4.6 million tCO2eq over its 4-year duration, contributing to a total programme reduction of 11.7 million tCO2eq when combined with Project 1.
- The project targets a total of 486,690 beneficiaries for Project 2, consisting of 153,700 direct beneficiaries and 332,990 indirect beneficiaries.
- The intervention covers 2,112,000 hectares of ecosystems at the programme level, including 1,422,000 hectares of forest ecosystems and 700,000 hectares of agro-ecosystems.
- The project will implement Participatory Land Use Planning (PLUP 2.0) in 290 villages, including 240 in Bokeo, Luang Namtha, and Oudomxay, and 50 additional villages in Houaphan, Sayabouri, and Luang Prabang.
- To address agricultural drivers of deforestation, the project promotes 31 sustainable farming models via a "White List" and provides grants through Village Forest and Agriculture Grants (VFAG) in 290 target villages.
- The project will provide matching grants of up to EUR 50,000 to approximately 60 agri-MSMEs to catalyze investments in climate-resilient and deforestation-free value chains, requiring a 50% co-finance contribution from the enterprises.
- Forestry interventions include the development of climate-informed village forest management plans (VFMPs) for 290 villages and the revision of management plans for 5 National Protected Areas (NPAs) and 1 National Park.
- The project will scale up the Provincial Deforestation Monitoring System (PDMS) to three additional provinces (Bokeo, Luang Namtha, and Oudomxay) and support its operationalization across all six target provinces.
- Total financing for Project 2 is 74.08 million Euros, with 32.82 million Euros requested as a grant from the GCF and 41.26 million Euros in co-financing from the Government of Lao PDR, BMZ, ADB, IFAD, and the World Bank.
- The project identifies Northern Lao PDR as particularly vulnerable to climate change, noting that six provinces (Bokeo, Houaphan, Luang Prabang, Luang Namtha, Sayabouri, and Oudomxay) experienced over 40% of the country's deforestation and degradation between 2005 and 2015.
