Interim Evaluation Report of the Tina River Hydropower Development Project (FP044)
Summary
The Tina River Hydropower Development Project (TRHDP) aims to install a 15 MW hydropower plant in the Solomon Islands to reduce reliance on diesel and lower electricity costs. As of October 31, 2023, the project is approximately two years behind schedule due to the COVID-19 pandemic and delays in approving Environmental and Social Management Plans (C-ESMPs). While the hydropower facility and transmission line have not yet commenced construction, the access road is progressing with a 14.6% completion rate. The project has achieved significant social milestones, including the legal registration of a community benefit-sharing fund and the recruitment of over 4,200 local staff. Financial disbursement remains low at 13% of total financing. The report recommends agreeing on a new Commercial Operation Date and extending the project closing date beyond December 15, 2025.
Key insights
- The project is expected to generate 78.35 GWh of clean renewable energy annually, with a net GHG emission reduction potential of 49,500 tCO2eq per year, which is roughly double the Solomon Islands Government's NDC commitments.
- Project implementation is delayed by approximately two years for most key activities in Components 1 and 2, primarily due to the COVID-19 pandemic and delays in preparing acceptable Contractor’s Environmental and Social Management Plans (C-ESMPs).
- As of October 31, 2023, the access road (Component 2) has reached 14.6% total physical progress, with construction accelerating following the appointment of Sinohydro as a major subcontractor in August 2023.
- The project has established a legally registered non-profit community benefit-sharing fund as of May 2023 to redistribute a portion of hydropower revenue for community development investments.
- Employment targets for local communities are being met, with 2,369 staff from benefit-sharing communities recruited out of a total of 4,211 local staff and labour as of October 31, 2023.
- Financial disbursement is significantly behind the original plan; as of November 30, 2023, only US$17.37 million (13%) has been disbursed compared to a projected US$115 million (47%).
- The project's impact on the power system is expected to increase renewable energy in the Honiara Electricity System to 85%, with 68% provided by the hydropower project and the rest from solar.
- A June 2023 inter-Minister Memorandum of Understanding (MOU) established a moratorium on new logging or resource development licenses in the Tina River Upper Catchment to support its conservation.
- The project is unlikely to meet its current closing date of December 15, 2025, necessitating a project restructuring and an extension of the closing date once a new Commercial Operation Date is agreed upon.
