Accreditation assessment of Applicant 048 (APL048)
Summary
The Green Climate Fund (GCF) Accreditation Panel assessed PROPARCO, a subsidiary of Agence Française de Développement (AFD), for international access to climate finance. The assessment found that PROPARCO meets most fiduciary and gender policy standards and is capable of managing high-risk environmental and social projects, provided it implements a formal external complaint mechanism. While PROPARCO demonstrated a strong track record in loans and equity, it only partially demonstrated its capacity for guarantee operations, leading to a conditional recommendation for accreditation.
Key insights
- PROPARCO is a subsidiary of Agence Française de Développement (AFD) that focuses on private sector sustainable development in developing countries, specifically targeting African countries for 50 per cent of its activity and low-income countries, including fragile states and least developed countries, for 25 per cent.
- Between 2005 and 2014, PROPARCO allocated EUR 2 billion to climate-related projects, with 31 per cent of these funds provided to national financial institutions. Its portfolio as of 30 June 2016 was EUR 4.5 billion.
- The applicant has demonstrated a track record in blended finance and project management for loans and equity, but has not yet fully demonstrated its capacity for guarantee operations for large-scale, high-risk projects.
- PROPARCO's environmental and social (E&S) policy framework is consistent with GCF standards, but the entity has not yet implemented an independent system for processing E&S-related complaints.
- The Accreditation Panel recommends PROPARCO for accreditation for 'large' individual projects (above USD 250 million) and 'high risk' (Category A/I-1) environmental and social categories, subject to two specific conditions.
- The conditions for accreditation include the formal adoption of an external communication mechanism for public complaints before the first disbursement and the provision of two examples of large-scale, high-risk guarantee operations before submitting a funding proposal for such operations.
- The assessment noted that the performance of the FISEA investment fund, which targets complex sectors and countries in Africa, has been mixed, and lessons from this fund should be applied to future GCF projects.
