Readiness Support for the Implementation of the IRMF for SPC

The Pacific Community (SPC), a regional Direct Access Entity, seeks USD 200,000 over 12 months to update its MEL systems to align with the GCF's Integrated Results Management Framework (IRMF). The project aims to replace manual, non-standardised reporting with a centralised MEL tool to improve data aggregation and portfolio-level management for its GCF projects in Pacific Small Island Developing States.

• The Pacific Community (SPC) is requesting a total of USD 200,000 for a 12-month implementation period to build capacity for the implementation of the GCF's Integrated Results Management Framework (IRMF).
• SPC currently manages a portfolio of GCF projects, including two approved projects (FP169 and FP191) and three funding proposals under preparation for Pacific Small Island Developing States.
• Existing MEL systems at SPC do not incorporate the GCF's new IRMF, which leads to reporting that is "manual, time consuming and not standardised," increasing transaction and opportunity costs.
• The proposed support will fund the procurement of a consulting firm to develop a GCF IRMF MEL module, which will include a dashboard, a backend tool for adjusting indicators, and guidelines to support the project cycle.
• This proposal is designed to complement the GCF Regional Readiness grant "Building capacity of regional direct access entity and national designated authorities to foster climate action in the Pacific" (APA-RS-002) by providing a centralised tool for the technical backstopping outputs of that grant.
• The budget allocates USD 178,546 for professional services from a company or firm and USD 4,000 for audit fees.
