Report on the activities of the Independent Integrity Unit
Summary
The Independent Integrity Unit (IIU) report details its activities from January to June 2024, focusing on four strategic objectives: fostering a culture of integrity, acting as a thought leader in climate finance integrity, serving as a trusted investigation mechanism, and utilizing technology for data-informed decision-making. Key achievements include the launch of an e-learning module for Accredited Entities, the conduct of a regional capacity-building workshop in Morocco for African entities and CSOs, and the opening of 17 new cases. The unit also advanced its policy framework by drafting guidelines for Administrative Remedies and Exclusion (ARE) and managing conflicts of interest for external panel members.
Key insights
- The IIU launched an e-learning module in May on the GCF iLearn platform, which is designed for integrity professionals at GCF Accredited Entities and covers the Policy on Prohibited Practices, Policy on the Protection of Whistleblowers and Witnesses, and Investigation Standards.
- In April, the IIU hosted a joint regional workshop in Morocco for 13 Civil Society Organisations and 11 GCF Direct Access Entities from Africa to teach them about the GCF Integrity Policy Framework and the development of integrity action plans.
- Between 20 January and 7 June 2024, the IIU opened 17 new cases, consisting of nine internal staff misconduct cases, seven external cases related to GCF projects and programmes, and one other matter. During the same period, 10 cases were closed (five internal and five external).
- The IIU is developing its integrity policy framework, having completed the draft of the Administrative Remedies and Exclusion (ARE) Guidelines and drafting the ARE Procedures, as well as a guidance document for managing conflicts of interest for external panel members.
- The IIU utilized machine language for data analysis of the GCF project portfolio to identify 'integrity red flags' to determine priority projects for a planned 2024 Proactive Integrity Review (PIR).
- The IIU expanded its strategic partnerships by collaborating with the International Anti-Corruption Academy (IACA) to develop a module on integrity in climate finance and co-organizing the 2nd Symposium on Supranational Responses to Corruption with The World Bank and Transparency International.
