Report on the execution of the 2024 administrative budget of GCF

As of 30 April 2024, the Green Climate Fund (GCF) had spent USD 32.9 million of its USD 125.4 million annual administrative budget (26%). The Secretariat accounted for the largest portion of expenditure at USD 27.2 million. The report details budget utilization across the Board, the Trustee, and three independent units: the Independent Redress Mechanism (IRM), the Independent Integrity Unit (IIU), and the Independent Evaluation Unit (IEU).

• Between 1 January and 30 April 2024, the GCF spent USD 32.9 million of the USD 125.4 million annual administrative budget, representing a 26 per cent utilization rate.
• The Secretariat's expenditure for the period was USD 27.2 million, which is 27 per cent of its USD 101.5 million budget. When including committed contracts and planned activities of approximately USD 71.6 million, forecasted expenditure for the year is 97 per cent of the approved budget.
• The Secretariat has reached a staff fill ratio of 86 per cent, with 302 staff in place and 22 offers accepted, moving toward a target fill ratio of 90 per cent (350 staff) by the end of the year.
• The Independent Redress Mechanism (IRM) utilized 25 per cent of its budget (USD 506,805 of USD 2.015 million), driven by a new case in Uganda and the advancement of a case in Egypt to compliance review.
• The Independent Integrity Unit (IIU) spent USD 1.01 million (28 per cent) of its USD 3.676 million budget and expects to increase spending through the onboarding of an Investigation Specialist in July 2024.
• The Independent Evaluation Unit (IEU) spent USD 1.58 million, or 20 per cent of its USD 7.73 million approved budget, with professional services expenditure expected to increase in the later part of the financial year.
• Board expenditure totaled USD 1.04 million (17 per cent of its USD 5.9 million budget), including USD 0.4 million for the thirty-eighth meeting of the Board held in Kigali, Rwanda.
