Report on the execution of the 2023 administrative budget of GCF

As of 31 July 2023, the GCF had spent USD 51.4 million of its USD 114.3 million annual administrative budget (45%). The Secretariat accounted for the largest share of expenditure at USD 42.4 million. Other tracked budgets include the second performance review, which saw 66% utilization of its USD 1.3 million budget, and various additional budgets with a combined 12% utilization rate. The report notes that these figures exclude committed contracts for consultants and professional services.

• Between 1 January and 31 July 2023, the GCF spent 45% of its annual administrative budget, totaling USD 51.4 million out of an approved USD 114.3 million.
• The Secretariat's expenditure for the period was USD 42.4 million, representing 45% of its USD 93.5 million budget. The Secretariat is currently at an 84% staff fill ratio, with a target of 90% (315 staff) by the end of the year.
• The multi-year budget for the GCF's second performance review (covering 10 June 2021 to 31 July 2023) had an actual expenditure of USD 0.9 million, or 66% of its USD 1.3 million budget.
• Expenditure for additional budgets approved by the Board reached USD 0.7 million, which is 12% of the approved USD 5.8 million. This includes the full utilization of USD 0.2 million for the review and analysis of the local currency financing programme.
• The three independent units—the Independent Redress Mechanism (IRM), Independent Integrity Unit (IIU), and Independent Evaluation Unit (IEU)—spent a combined USD 5.0 million, or 41% of their annual budget.
• The Trustee's estimated expenditure from 1 January to 31 July 2023 was USD 1.8 million, representing 58% of its USD 3.1 million budget.
• The GCF's contingency budget of USD 1,835,720 within the Secretariat budget remained unused as of 31 July 2023.
