Strategic Actions for advancing climate action in CARICOM Member States

This report is a readiness support proposal submitted by Jamaica, on behalf of several CARICOM Member States, to the Green Climate Fund (GCF). It outlines a 30-month project managed by the Caribbean Community Climate Change Centre (CCCCC) to enhance the regional strategic environment, improve climate data tools, and support the development of bankable climate projects and updated Nationally Determined Contributions (NDCs).

• The Caribbean region faces existential threats from climate change, with projected economic costs of damages from hurricanes, tourism declines, and sea level rise estimated at USD 22 billion annually by 2050 and USD 46 billion annually by 2100, representing 10% and 22% of the Caribbean GDP, respectively.
• The proposal identifies four primary barriers to climate action in CARICOM Member States: a sub-optimal policy environment including an outdated Regional Strategy Implementation Plan; a lack of national and regional coordinating mechanisms for NDC revision and implementation; limited access to climate science for evidence-based decision-making; and inadequate capacity to develop bankable, transformative projects.
• The project seeks a total of USD 1,400,000.00 over a 30-month implementation period to deliver five main outputs: improved understanding of climate finance flows, a revised Implementation Plan and M&E Framework, enhanced capacity for developing climate rationales, recommendations for NDC revisions, and the submission of Concept Notes for PPF and Funding Proposals to the GCF.
• The CARIWIG Portal, a key tool for providing climate impact and hazard data, requires urgent updates because its software framework and operating system are beyond their end-of-life, and it lacks representative data for all CARICOM Member States.
• The CCCCC aims to support the revision and submission of NDCs for at least three CARICOM Member States by 2025, while establishing a regional coordinating mechanism and a framework to standardize NDC reporting across the region.
• The project intends to develop at least four concept notes for submission to the GCF, building on a pipeline of over 10 projects valued at over USD 300 million.
• The CCCCC is working to strengthen its internal institutional capacity by implementing a Capacity Development Plan and enhancing its Grievance Redress Mechanism to improve transparency and accountability in project management.
