FSD Africa is providing technical assistance to the National Insurance Commission (NAICOM) in Nigeria to enhance its regulatory and supervisory capabilities, specifically through the development of a risk-based capital framework and the promotion of insurance market innovation.

• FSD Africa is providing technical assistance to NAICOM to improve its mandate regarding development, regulation, and supervision, with a focus on market stability, innovation, and policyholder protection. This includes the creation of a risk-based capital framework to align regulatory and supervisory frameworks with international standards.
• The technical assistance is structured around two primary focus areas: establishing a framework to promote innovation within the insurance market and developing a Risk-Based Capital (RBC) framework.
• Project deliverables to date include a diagnostic report and a legal framework report. FSD Africa has reviewed web accelerator and regulatory sandbox regulations and is currently updating regulatory data tools and requirements while conducting RBC working sessions for capacity building.
