Forcibly Displaced Persons (FDP) Programme

The Forcibly Displaced Persons (FDP) Programme, funded by the FCDO and implemented between 2017 and 2022, aims to transition refugees and displaced communities in Uganda, Rwanda, and the DRC from humanitarian-based to market-based financial solutions.

• The FDP Programme seeks to provide financial services to refugees and Forcibly Displaced Persons (FDP) to support survival and livelihood strategies, while also promoting financial inclusion for host communities. Its goals include the financial inclusion of over 300,000 refugees and FDPs, the creation of more than 50 direct jobs, and the implementation of policy and regulation changes to assist in the registration of these populations.
• As of March 2022, the programme reported that over 26,300 customers had accessed loans, with women representing 73% of those borrowers, and cumulative loans totaled £1.9 million ($2.25 million). In Uganda, Equity Bank's digital platform registered over 93,300 households, with 65,484 households receiving digital payments. During the first quarter of 2022, Equity Bank Uganda processed payments totaling UGX 10.8 Bn (£2.2m), utilizing a platform used by 8 humanitarian agencies for disbursements.
• The programme's operational reach includes the recruitment of 262 bank agents across refugee settlements, of whom 15% are women. In Rwanda, Equity Bank Rwanda opened 7,700 accounts specifically for refugees.
