Enhancing the digital payment ecosystem

This briefing describes a project supported by FSD Africa and Strategic Impact Advisors (SIA) to assist the Norwegian Refugee Council (NRC) in analyzing the digital payment ecosystem in Sudan, specifically targeting displaced populations in West Darfur and White Nile to inform a pilot for digital payments in hard-to-reach communities.

• Strategic Impact Advisors (SIA) supported the Norwegian Refugee Council (NRC) by reviewing the GSMA Connectivity Needs and Usage Assessment (CoNUA) for West Darfur and White Nile, conducting financial service provider mapping, and analyzing revenue potential and market barriers for supply and demand actors. These activities culminated in a stakeholder workshop in May 2022 to improve the understanding of providing digital financial products to displaced populations.
• The project aims to increase stakeholder awareness of Sudan's digital landscape, foster strategic partnerships between humanitarian and private sector actors, and use a pilot project with the NRC to test and learn how to scale digital financial services to hard-to-reach communities. FSD Africa is considering co-funding this pilot.
• As of October 2022, the project has completed the analysis of the CoNUA and presented results to stakeholders. A draft report containing revenue analysis and financial service provider mapping is in the final stages before publishing, and a draft proposal for the pilot project is currently under review.
