Digitisation of humanitarian and government social payments

The project, implemented by Strategic Impact Advisors (SIA), began with a landscape survey of delivery mechanisms and mobile financial services in Nigeria, resulting in a May 2021 report and implementation roadmap. Phase II involves developing four concept notes—focused on community savings groups, payment segmentation for government and humanitarian flows, and foundational ID ecosystems—to drive the adoption of digital wallets in an open-loop payment ecosystem.

• Phase I of the project involved a landscape survey of delivery mechanisms for humanitarian and government social protection payments in Nigeria, assessing mobile financial services and digitally enabled payments. This resulted in a May 2021 report and an implementation roadmap identifying four factors to enable unrestricted cash transfers to digital wallets within an open-loop payment ecosystem.
• Phase II is focused on developing four specific concept notes to drive digital cash transfer uptake: utilizing community savings groups as entry points, segmentation for government social payments, segmentation for humanitarian unrestricted cash transfers, and building foundational ID ecosystems for beneficiary targeting.
