SADC Green Bonds Programme

The SADC Green Bonds Programme, implemented by FSD Africa and the Committee of SADC Stock Exchanges (CoSSE) from April 2021 to March 2024, aims to increase the use of green bonds to finance climate projects across SADC member countries.

• The SADC Green Bonds Programme focuses on accelerating the use of green bonds to access domestic and international capital for green assets and projects. Its objectives include developing listing guidelines and regulations, supporting a pipeline of issuers, engaging institutional investors, providing climate finance training, and enhancing climate-related financial reporting.
• Key milestones achieved by the programme include the completion and dissemination of the SADC Green Finance Demand Study in January 2022 and the launch of the SADC Green and Sustainable Bond guidelines on April 27, 2022.
• The programme has facilitated specific national developments and issuances, including the April 2022 revision of the Dar es Salaam Stock Exchange (DSE) Rules in Tanzania to allow sustainability-linked instruments and the issuance of a green bond by Cim Financial Services Limited in Mauritius, which raised approximately 11 million USD (MUR 500 million) as part of a larger MUR 3 billion programme.
