This briefing describes a technical assistance project by FSD Africa and KBA to establish an Over-The-Counter (OTC) Bond Exchange in Kenya, intended to improve bond market liquidity, transparency, and efficiency.

• FSD Africa and KBA are partnering on a technical assistance project to create an Over-The-Counter (OTC) Bond Exchange in Kenya, which is intended to act as both a trading platform provider and a regulator for market conduct and integrity. The project aims to support the development of bond markets as well as money, foreign exchange, and derivative markets, with a long-term goal of expanding into the East African region.
• The project is organized into three work streams: exchange structure and model, registration and licensing, and operationalisation. Its objectives include increasing investor confidence in public debt markets, improving bond market safety and liquidity, and reducing funding costs for debt capital market issuances by supporting a more credible benchmark yield curve.
• As of October 2022, the EABX CEO was onboarded in March 2022, while the onboarding of other key roles—including the Chief of Staff, Chief Legal & Regulatory Affairs Officer, and Chief Operating Officer (COO)—remains ongoing. Plans for the deployment of the development fund are currently underway.
