Ethiopia Licensing Framework

This briefing describes a project (February–October 2022) to establish a regulatory and licensing framework for capital market service providers and self-regulatory organisations in Ethiopia. The initiative aims to improve investor confidence in Sub-Saharan Africa and drive inclusive economic growth through more efficient capital allocation.

• The project's primary objective is the creation of a policy and regulatory framework for the licensing and regulation of self-regulatory organisations and capital market service providers in Ethiopia. The intended outcomes include the establishment of a robust enabling framework for capital market intermediaries, the development of responsive policies, and the creation of an effective regulatory regime and capacity.
• The project aims to achieve long-term impacts including inclusive economic growth, increased access to jobs, and the more efficient and effective allocation of capital resources to finance long-term growth. Additionally, it seeks to increase investment opportunities and confidence for international and domestic investors within financial markets in Sub-Saharan Africa (SSA).
• Prior to the public exposure of the final draft of the framework, consultants carried out stakeholder consultations with market players located in Ethiopia.
