TERMS OF REFERENCE Expression of Interest – Risk Management

FSD Africa is seeking a consultant or consulting firm to design and deliver a tailored risk management training program for its staff and management. This initiative follows the approval of a new five-year strategy (2025-2030) and aims to institutionalize risk management practices to improve governance and compliance across the organization's Pillars.

• FSD Africa's objective for the training is to enhance the capacity of staff and management to proactively manage risks affecting organizational goals, donor accountability, and the financial sector's impact, specifically focusing on risk identification, assessment, mitigation, and monitoring.
• The scope of work for the selected consultant includes a learning needs assessment, the design of a customized program incorporating international risk frameworks and case studies in climate finance, digital innovation, capital markets, and inclusive finance, the delivery of training using AI solutions and experiential tools, and a final reporting phase.
• The project follows a strict timeline from the date of signing: the learning needs assessment and design are due within 2 weeks, delivery and tools within 3 weeks, assessment and evaluation within one month, and reporting upon completion per Pillar.
• Bidders must demonstrate at least 10 years of experience in similar risk management assignments and 10 years of experience leading risk management in Kenya or other African countries. Proposals are due by Monday, 14 October 2025.
