ESG INTEGRATION IN THE AFRICAN INSURANCE INDUSTRY TERMS OF REFERENCE (TOR)
Summary
This document is a Terms of Reference (TOR) issued by FSD Africa to contract a consultant to support the implementation of the Nairobi Declaration on Sustainable Insurance (NDSI) strategy. The consultancy focuses on integrating Environmental, Social, and Governance (ESG) principles into the African insurance industry through learning and development, bespoke technical assistance for 10 insurance companies, and strategic communications.

- The Nairobi Declaration on Sustainable Insurance (NDSI), co-launched in April 2021 by ICEA Lion and UNEP, aims to use the African insurance industry to create a "sustainable, prosperous, and resilient Africa." It has grown to include more than 260 signatories across 36 countries, with FSD Africa serving as its secretariat.
- The NDSI employs a segmented capacity-building approach to move members toward sustainable insurance maturity. This divides risk carrier signatories into three stages: 'Early stage' (taking first steps on ESG), 'Maturing' (integrating principles but still learning), and 'Advanced' (implementing a strategy aligned with governance, targets, and reporting).
- Workstream 1 focuses on 'Early stage' signatories, who represent over 90% of NDSI members. The goal is to enhance the capacity of insurers to integrate ESG considerations into investment portfolios, delivering a curriculum on sustainable investing, an Investment Readiness Toolkit, and a Case Study Compendium covering climate mitigation, adaptation, resilient infrastructure, and nature-positive investments.
- Workstream 2 provides bespoke technical assistance (TA) to 10 African insurance companies. This TA is limited to two areas: facilitating ESG strategy development and implementation, and strengthening ESG opportunity development, specifically for products related to sustainable investments, agriculture, and disaster risk.
- Workstream 3 involves scaling NDSI activities through strategic communications. Deliverables include a quarterly newsletter, concept notes for high-impact events (such as roadshows and regional conferences), social media content, and the drafting of op-eds and press releases.
- The consultancy is expected to last 12 months, with a possible extension. Proposals are due by noon (EAT) on 28th August 2025. Selection is based on experience in sustainable insurance product design (20%), qualifications (20%), understanding of the TOR (20%), sustainability value add including localisation and gender (10%), and cost (30%).
