RESPONSE TO EOI QUERIES SOVEREIGN DEBT ADVISORY

This document provides responses to queries from potential bidders regarding an Expression of Interest (EOI) for Sovereign Debt Advisory services issued by FSD Africa.

• FSD Africa does not restrict the type of resources bidders can propose for the advisory services, allowing for a mix of staff, associate contractors, or simple contractors. The Terms of Reference (TORs) anticipate a combination of resources with either part-time or full-time involvement for durations of up to two years.
• Services may be delivered via short-term consultancy or embedded support for up to two years. In cases where travel or in-country deployments are necessary, FSD Africa will coordinate terms with the relevant Debt Management Office (DMO), which may be governed by FSD Africa's Travel Policy or other agreed terms.
• Because FSD Africa is based in Kenya, it is legally required to withhold tax according to the rates specified in the TOR, and bidders are encouraged to account for this in their proposed rates. Additionally, the submission deadline for the EOI has been extended to 12:00 PM EAT on Monday, 21 July 2025.
