Creating a lasting market for financial consumer protection training
Summary
This case study describes a project led by the Uganda Institute of Banking and Financial Services (UIBFS) between August and December 2014 to embed the Bank of Uganda’s Financial Consumer Protection Guidelines (FCPG) within 31 Supervised Financial Institutions (SFI) in Uganda. Funded by Financial Sector Deepening Africa (FSDA) with £105,000, the initiative aimed to create a sustainable local market for financial consumer protection (FCP) training by increasing the capacity of Ugandan training firms and SFI Human Resource teams.
Key insights
- The project delivered FCP training to 1,038 staff across 575 branches of 31 Supervised Financial Institutions in all regions of Uganda, with 1,004 participants (96.7%) receiving certificates of completion.
- A February 2015 review showed early signs of market-system change: all five training firms in the consortium (Corporate Concepts, Demis, Komunda Investments Ltd, Sonamoney, and UIBFS) intended to offer FCP training commercially, and 4 of 12 surveyed SFIs planned to outsource FCP training to local providers.
- The project is viewed as a potential model for other sub-Saharan African countries, demonstrating how donor-funded facilitators like GIZ and FSD Africa can use Central Bank FCP regulations to establish a local training market.
- Future activities include a repeat evaluation in December 2015, a public awareness campaign to increase demand for high-quality customer service, and discussions regarding the conversion of learning materials into e-learning modules.
