Framework for a National Nature Strategy

FSD Africa presents a framework to help countries, particularly in Africa, develop national nature strategies. These strategies are intended to mitigate economic risks from nature loss, align with international commitments like the Kunming-Montreal Global Biodiversity Framework, and improve climate outcomes. The framework is structured around four components: baseline and ambition, initiatives, instruments, and governance and implementation.

• African economies are heavily dependent on natural resources, and the degradation of nature presents significant risks to well-being and economic development. Conversely, investing in the restoration and protection of natural environments can mitigate these risks and create new economic opportunities.
• National nature strategies are proposed as a tool to help countries manage a complex landscape of compliance obligations and commitments, such as the Kunming-Montreal Global Biodiversity Framework, national biodiversity strategies and action plans, and nationally determined contributions. These strategies aim to improve climate-related outcomes, align policies with market and international priorities, and increase the efficiency of reporting and implementation.
• The report introduces a framework for creating national nature strategies consisting of four components: (I) Baseline and ambition, focusing on reasons for the strategy and target outcomes; (II) Initiatives, detailing actions to achieve outcomes; (III) Instruments, focusing on incentivizing action; and (IV) Governance and implementation, covering planning and the assignment of responsibilities.
