PROGRESS ON THE NEW YORK DECLARATION ON FORESTS

This report assesses progress toward Goal 5 of the New York Declaration on Forests (NYDF), which aims to restore and maintain 350 million hectares of landscapes and forestlands by 2030. It highlights a significant gap between political commitments and actual implementation, noting that previous targets were not met and that monitoring remains technically challenging.

• The 2020 target to restore 150 million hectares of forest was not achieved; by 2019, only 18% of this goal had been met, with 26.7 million hectares of forests documented as restored since 2000.
• Forest restoration rates have declined since 2011, with an average annual decrease of over 1 million hectares and a total of 3.1 million hectares restored since that year.
• In Central America, gross tree cover gains between 2011 and 2018 were offset by higher losses, resulting in a net loss of 320 million hectares across Belize, Costa Rica, El Salvador, Guatemala, Honduras, and Nicaragua.
• Technical monitoring of restoration is difficult because satellite data cannot distinguish between different causes of tree cover gain, such as active restoration, abandoned land, or plantations.
• To improve outcomes, the report recommends that stakeholders set explicit, quantified targets and strengthen the enabling environment through policy and finance, rather than relying on simple pledges of support.
