DECLARAÇÃO DE NOVA YORK SOBRE FLORESTAS (NYDF) RELATÓRIO DE PERSPECTIVAS DOS SIGNATÁRIOS

This report by the Forest Declaration Assessment (UNDP) evaluates the progress of signatories of the New York Declaration on Forests (NYDF) five years after its 2014 launch. Based on consultations with 84 signatories—including governments, companies, NGOs, and indigenous organizations—the document identifies critical barriers to ending natural forest loss by 2030 and outlines eight key lessons to accelerate implementation. It emphasizes that while high-level commitments are numerous, measurable action is lagging, with tropical primary forest loss increasing by 44% between 2002-13 and the reporting period.

• Despite the NYDF's goals, global forest loss has worsened, with tropical primary forest loss increasing by 44% compared to the 2002-2013 period, growing from 3.0 to 4.3 million hectares per year.
• The transition from high-level commitments to actual implementation is slow because it requires systemic, long-term changes across multiple sectors, including agriculture, trade, and finance, rather than simple isolated actions.
• Strong governance and political will are identified as both essential facilitators and primary barriers; weak policy, corruption, and lack of law enforcement are the biggest obstacles to signatory action.
• Secure land tenure is a fundamental prerequisite for sustainable forest management and the elimination of conflict, yet much of the land managed by indigenous peoples and local communities remains formally unrecognized.
• There is a massive disparity between financial investments that drive deforestation and those that protect forests; since 2010, the world spent US$ 777 billion on drivers of forest loss compared to only US$ 20 billion on protection and restoration.
• Corporate progress is often hindered by a lack of transparency and traceability in agricultural supply chains, particularly for commodities like beef, palm oil, soy, paper, coffee, cocoa, and rubber.
• Indigenous peoples and local communities face severe challenges, including the criminalization of forest defenders and a lack of Free, Prior and Informed Consent (FPIC) in political processes.
• Nature-based solutions provide immense social and economic benefits, but these values are not fully recognized by governments and corporations, leading to a distorted valuation of forests.
