DECLARACIÓN DE NUEVA YORK SOBRE LOS BOSQUES

This report presents the perspectives of signatories of the New York Declaration on Forests (NYDF) five years after its 2014 inception. It evaluates progress toward ten global goals to end natural forest loss by 2030, identifying systemic barriers such as weak governance, insufficient financing, and land tenure insecurity, while highlighting successful multi-stakeholder partnerships and nature-based solutions.

Weak rule of law, corruption, and frequent changes in government administrations often disrupt forest protection efforts, whereas strong political will and institutional stability are essential for success.
• Land tenure is a fundamental prerequisite for sustainable forest management and conflict prevention. Indigenous peoples and local communities manage over 50% of the planet's land and 25% of global carbon reserves, yet much of this land lacks official legal recognition or titles.
• There is a severe imbalance in forest financing; since 2010, US$ 777 billion was spent on activities causing deforestation, compared to only US$ 20 billion for protection and restoration. Only 2% of public climate mitigation funding is directed toward forests and land management.
• Nature-based solutions provide significant social and environmental benefits, including food and water security, but these are often undervalued by governments and companies. Examples include agroforestry in the Dominican Republic and co-management models in Peru that increased local community income by 160%.
• Corporate progress is characterized by a shift toward 'zero deforestation' commitments in supply chains, with 80% of consulted companies having action plans. However, implementation is slowed by the complexity of supply chains and a lack of technical capacity to track products from smallholders.
• Indigenous peoples face extreme risks, including record levels of violence and criminalization of land defenders. They advocate for the 'Indigenous Amazonian REDD+' (RIA) and the 'Sacred Headwaters' initiative to promote biorregional governance based on traditional principles.
• Post-2020 priorities for signatories include harmonizing the Rio Conventions (Climate, Biodiversity, and Desertification), increasing transparency through geospatial data, and shifting from 'grey' to 'green' finance.
