STAKEHOLDER TOOLKIT

The Stakeholder Toolkit, updated in March 2023 by the Forest Declaration Assessment, provides a curated directory of resources, reports, and organizations designed to assist national and local governments in improving forest governance and sustainability.

• The toolkit identifies several key resources for national governments to improve forest governance, including the FACT Roadmap (2021), which focuses on four themes: market development, smallholder support, traceability and transparency, and research, development, and innovation.
• For governments with limited experience in gender analysis, the toolkit highlights specific tools from a PROFOR list (Tools 4, 6, 12, and 13) that are specifically designed for institutions with "no knowledge or very minor familiarity with gender concepts and gender analysis."
• The document lists resources for local governments, including PROFOR’s Poverty-Forests Linkages Toolkit (2017), which contains a Field Manual to help local officials and NGOs conduct research on the relationship between forests and poverty alleviation at the village level.
• The toolkit catalogs various international organizations and initiatives supporting forest management, such as the Global Environmental Facility (GEF), which manages the Sustainable Forest Management Impact Program for fragile biomes and the Food Systems, Land Use and Restoration (FOLUR) Impact Program involving 27 countries across Africa, Asia, and Latin America.
• The toolkit highlights networks for subnational and local governance, including the Governor’s Climate and Forest Task Force, comprising 39 subnational entities, and ICLEI—Local Governments for Sustainability, a network of over 2,500 local and regional governments.
