Reward results by countries and jurisdictions
Summary
This report evaluates progress toward Goal 9 of the New York Declaration on Forests, which focuses on rewarding countries and jurisdictions that reduce forest emissions through results-based finance and private-sector sourcing.
Key insights
- Meeting Paris Agreement targets requires up to USD 460 billion in annual forest finance, contributing to a total need of USD 2 trillion. Since 2010, approximately USD 24.5 billion (averaging USD 2.4 billion per year) has been provided from international and domestic public sources for forest mitigation.
- Public finance commitments include USD 7.7 billion from international development finance and USD 10.1 billion from forest country governments for REDD+ plans. Of the USD 6.7 billion pledged by multilateral climate funds and bilateral donors through REDD+, USD 4.6 billion was for results-based payments and USD 1.8 billion for readiness and implementation, though less than half of the total pledged amount has been disbursed.
- Progress in results-based finance is growing, with 14 nations reaching the payment phase of REDD+ under the Forest Carbon Partnership Facility (FCPF) Carbon Fund. In 2021, 10 Emission Reduction Payment Agreements were signed, and Mozambique received USD 6.4 million, the first-ever accredited verification of jurisdictional REDD+ emission reductions.
- Private sector engagement is increasing, with 23% of companies having zero or net-zero deforestation commitments for linked forest risk commodities in 2021, up from 4% in 2015. Additionally, the LEAF Coalition announced the mobilization of USD 1 billion in funding in 2021 to support emission reductions in tropical forest countries.
- Access to results-based finance is hindered by insufficient funding, high technical and administrative requirements for REDD+ processes, and the high cost of establishing verification and monitoring capacities. Many governments are reluctant to invest in these capacities without guaranteed financial rewards, especially when alternatives like mining or logging exist.
