PROGRESS ON THE NEW YORK DECLARATION ON FORESTS

The 2021 NYDF Progress Assessment finds that national climate pledges for forests meet only 50% of their mitigation potential, and annual government investments of USD 2.4 billion represent only 0.5–5% of the required funding. While some progress in reducing forest loss has been noted, global deforestation and degradation continue, necessitating a whole-of-society approach and the integration of forest goals into macroeconomic policy.

• National climate pledges for forests are insufficient, with the targets of the 32 countries possessing the highest mitigation potential meeting only 50% of that potential. If India's afforestation and reforestation targets are excluded, the combined targets cover only 16% of the potential.
• Government investment in forest mitigation is critically low, averaging USD 2.4 billion annually since 2010. This amount constitutes only 0.5–5% of the funding necessary for the protection, restoration, and sustainable management of forests, and is significantly outweighed by 'grey' finance flows that may cause forest loss.
• While some governments have implemented policies and institutions that have led to declining deforestation rates, these efforts have not been enough to stop global forest loss and degradation.
• Half of the assessed Nationally Determined Contributions (NDCs) acknowledge the role of Indigenous Peoples and local communities (IPLCs), but there is a lack of clarity regarding how these groups will be involved in implementation or if their rights will be strengthened.
