Progrès suite à la Déclaration de New York sur les forêts

This policy brief evaluates progress toward Goal 10 of the New York Declaration on Forests (NYDF), which focuses on improving forest governance, transparency, and the rule of law while empowering indigenous peoples and local communities. The report concludes that while some progress has been made in transparency and demand-side measures, governance improvements are too slow to effectively reduce deforestation, and violence against land defenders is increasing.

• Forest governance improvements are progressing too slowly to significantly reduce deforestation. While there are gains in transparency, legal compliance, and demand-side measures to combat illegal logging, these are insufficient to address systemic governance failures that enable deforestation.
• A significant portion of tropical deforestation is illegal, particularly in regions driven by commercial agriculture. High risks of forest law violations are present in two-thirds of the largest timber-producing countries and all major tropical producers of beef, soy, and palm oil.
• Corruption remains endemic and largely unchanged over the last five years, particularly in the poorest countries where institutions are weakest. This corruption undermines severe forest laws and leads to financial mismanagement of forest revenues.
• Emerging Asian economies, including China, Indonesia, Malaysia, the Republic of Korea, and Vietnam, have introduced demand-side regulations prohibiting the import and sale of illegally harvested timber, though the effectiveness of these laws is uncertain due to potential loopholes and weak enforcement.
• Transparency in the forest sector remains low, with information often inaccessible to vulnerable groups or withheld by governments under the guise of 'national interest.' While some companies like Nestlé and Unilever have begun disclosing supply chain data for palm oil, private sector transparency is generally vague or incomplete.
• Indigenous peoples and local communities face increasing violence and criminalization while defending their land rights. Since 2014, the number of murders of land defenders has increased annually, driven by land demand and a lack of respect for the principle of free, prior, and informed consent.
• Legal recognition of land rights for indigenous peoples and local communities increased from approximately 11% of forest areas in 2002 to 17% in 2017 across 41 countries. However, in 14 evaluated countries—including Brazil, Canada, Australia, Indonesia, and the Democratic Republic of the Congo—between 33% and 39% of lands used by these groups remain legally unrecognized.
