Progreso en la Declaración de Nueva York sobre los Bosques

This executive summary evaluates progress toward Goal 10 of the New York Declaration on Forests (NYDF), focusing on forest governance, the rule of law, and the rights of indigenous peoples and local communities. • Forest governance improvements have not yet reached a scale that can quantifiably reduce deforestation. While there are gains in transparency, law enforcement, and demand-side measures against illegal logging, these are insufficient to address the systemic governance failures that enable deforestation and hinder conservation.
• Illegal deforestation remains prevalent, particularly when driven by commercial agriculture. In two-thirds of the top timber-producing countries and all major tropical producers of beef, soy, and palm oil, there is a significant risk that one or more forest laws are being violated during production.
• Corruption and weak institutional capacity severely undermine forest protection. High levels of corruption have remained largely unchanged over the last five years, and limited resources for enforcement agencies often reflect a low priority for implementing forest laws. However, international cooperation has led to the seizure of illegal timber valued at USD 1.5 billion since 2012.
• Emerging Asian economies, specifically China, Indonesia, Malaysia, the Republic of Korea, and Vietnam, have introduced demand-side regulations to ban the import and sale of illegally harvested timber. Additionally, governments and companies are adopting policies to remove deforestation from palm oil and soy supply chains.
• Transparency in the forest sector remains low despite new laws granting citizens access to information. Governments often deny access based on 'national interest,' and data is rarely published proactively. In the corporate sector, most companies provide vague or incomplete sustainability reports, though Unilever and Nestlé have begun disclosing palm oil supply chain information.
• Participation in forest decision-making is often technical and non-binding, with women facing significant barriers. Women are 24 percent less likely than men to actively participate in the implementation or decision-making of REDD+ projects.
• Legal recognition of land rights for indigenous peoples and local communities has increased from nearly 11 percent in 2002 to over 15 percent in 2017 across 41 countries. However, in 14 evaluated countries, between 33% and 39% of lands used by these groups remain unrecognized. Furthermore, killings of land defenders have increased annually since 2014.
