Avancées suite à la Déclaration de New York sur les Forêts

The report evaluates the first year of the New York Declaration on Forests (NYDF), noting that while new initiatives and commitments have emerged, overall progress remains slow. Key achievements include the integration of a zero-deforestation goal into the UN Sustainable Development Goals and increased funding for clean cookstoves. However, the report finds no evidence that the rate of natural forest clearing is slowing, and significant gaps remain in forest restoration targets and the protection of indigenous land rights.

• The New York Declaration on Forests (NYDF) aims to stop the destruction of natural forests by 2030, with an interim target of reducing this destruction by at least 50% by 2020. Achieving the declaration's goals could reduce annual greenhouse gas emissions by between 4.5 and 8.8 billion tonnes of carbon dioxide by 2030.
• While annual natural forest area loss is decreasing when forest regeneration is counted as compensation, there is no evidence that the actual rate of clearing or destruction of natural forests is slowing down.
• Progress in eliminating deforestation linked to agricultural supply chains varies by commodity: 50% of forests used for paper fiber are certified sustainable, and 18% of the global palm oil market is certified sustainable, but only 2% of the soy market is certified sustainable, and no data exists for beef.
• Efforts to restore degraded landscapes are currently behind target. The Bonn Challenge has seen commitments to restore 62.59 million hectares (approximately 42% of the 2020 goal), and Nationally Determined Contributions (INDCs) under the UNFCCC include commitments for about 122 million hectares (approximately 35% of the 350 million hectare target for 2020).
• To address deforestation driven by basic needs, the distribution of clean cookstoves grew rapidly between 2008 and 2013, with investments in the sector peaking at 260 million dollars in 2014.
• Financial support for reducing forest emissions has increased, with bilateral Official Development Assistance (ODA) rising from an annual average of 365 million dollars (2002-2007) to 744 million dollars (2008-2013). Between 2008 and 2014, over 3 billion dollars were committed to REDD+ payments, though disbursements were slightly over 1 billion dollars.
• Forest governance and indigenous rights show mixed results: while the proportion of forest area with recognized indigenous and local community rights increased by more than a third since 2002, the rate of recognition has declined since 2008, and violence and murders related to land disputes persist.
