Progress on the New York Declaration on Forests Technical Annexes

This technical annex report assesses progress toward Goal 8 of the New York Declaration on Forests, which focuses on providing support for the development and implementation of strategies to reduce forest emissions. The document analyzes financial flows from international public donors, domestic public spending, private sector investments, and contributions from civil society and indigenous peoples, while highlighting significant data gaps in non-ODA funding.

• International public climate finance for forestry in developing countries showed an upward trend in commitments between 2002 and 2013. OECD donor countries committed US$6.65 billion in bilateral climate mitigation ODA during this period, representing 72% of all bilateral forestry ODA. Annual average commitments rose from US$365 million (2002-2007) to US$744 million (2008-2013).
• In 2013, OECD countries committed US$763.5 million in climate mitigation ODA for forestry, excluding results-based payments for REDD+. The majority of this funding (US$472 million) was provided as grants, while US$233 million was provided as loans through multilateral development bank financing and the Climate Investment Funds’ Forest Investment Program.
• South-South cooperation on reducing forest emissions is emerging, though official estimates are lacking. In September 2015, China announced it would make US$3.1 billion available to support developing countries in combating climate change via the China South-South Cooperation Fund. Additionally, other developing NYDF signatories have collectively pledged US$23.6 million to the Green Climate Fund.
• Domestic public spending in developing countries often rivals or exceeds international ODA for forest protection. For example, Costa Rica's fuel levy for the national forestry administration (FONAFIFO) rose to US$24 million in 2013, compared to an average of US$0.8 million in annual international forestry ODA between 2002 and 2013. Mexico contributed US$333 million from its national budget to its Forests and Climate Change Program between 2009 and 2012, and Vietnam's PFES scheme raised US$148 million between 2012 and 2015.
• Private sector investment in sustainable forest commodities is difficult to quantify due to a lack of standardized definitions and commercial confidentiality. However, impact investing is growing, with the total market estimated at US$36 billion in 2013. Some companies are investing in certified sustainable palm oil (CSPO); for instance, Unilever invested approximately US$2.7 million in GreenPalm certificates and US$4.4 million in segregated CSPO in 2014.
• Indigenous peoples and civil society provide significant but often unquantified support for forest emissions reduction. An alliance of indigenous leaders pledged to sustainably manage 400 million hectares of rainforest, representing 85% of tropical forest in community hands. In the Amazon Basin between 2007 and 2013, four international NGOs (WWF, Conservation International, The Nature Conservancy, and Critical Ecosystems Partnership Fund) contributed an estimated US$100 million to forest conservation.
