Progress on the New York Declaration on Forests

This technical annex assesses progress toward Goal 5 of the New York Declaration on Forests (NYDF), which aims to restore 150 million hectares of degraded landscapes and forestlands by 2020 and an additional 200 million hectares by 2030. The report uses restoration pledges from the Bonn Challenge and the UNFCCC's Intended Nationally Determined Contributions (INDCs) as proxies to measure progress toward these targets.

• The New York Declaration on Forests (NYDF) established a 'goal continuum' of 350 million hectares of restoration, consisting of a 150 million hectare target by 2020 (adopted from the Bonn Challenge) and an additional 200 million hectare target by 2030.
• As of the report date, 14 countries, three subnational regions, and two organizations have pledged to restore 62.6 million hectares under the Bonn Challenge, which is approximately 41.7% of the 2020 target. With expected announcements at COP-21 in Paris, this total was projected to reach 83.8 million hectares, or 55.8% of the target.
• Analysis of Intended Nationally Determined Contributions (INDCs) submitted to the UNFCCC shows that 68 parties have made land-sector targets totaling an estimated 121.7 million hectares for restoration, reforestation, and afforestation. This represents approximately 35% of the 350-million-hectare target for 2030.
• The report identifies significant data gaps and limitations in monitoring global restoration, noting a lack of up-to-date standardized information and global aggregates. Satellite imagery from Hansen/GFW is noted as being unable to confirm restoration activities directly and likely underestimates tree cover gain for trees under 5 meters high or those sparsely distributed.
