Progress on the New York Declaration on Forests Technical Annexes

The report evaluates the market share of certified sustainable commodities and the volume of deforestation-free commitments from companies, financial institutions, and governments. It finds that while palm oil certification has increased, soy and paper have remained stagnant, and beef lacks a global certification standard. Corporate pledges have risen rapidly since 2009, but financial institutions and exporting jurisdictions show significantly lower levels of commitment and policy implementation.

• The market share of certified palm oil grew from 0.6 million tons in 2008 to 9.8 million tons in 2013, representing 18% of global production. The Roundtable on Sustainable Palm Oil (RSPO) targets a share of 28% (15 million tons) by 2020.
• Certified sustainable soy production has remained relatively constant between 2008 and 2012, accounting for only 2.1% of total production in 2012. Barriers to growth include high transaction costs for producers, fragmented certification schemes, and a lack of consumer demand for an 'invisible ingredient'.
• Approximately 50% of the total industry managed forest area supplying the paper industry is certified by the Forest Stewardship Council (FSC) or the Programme for the Endorsement of Forest Certification (PEFC). Most of these certified areas are located in North America and Western Europe, representing about 75% of the world's certified forest area.
• There is a significant monitoring gap for beef, as no global certification standard with market share information currently exists. While the Sustainable Agriculture Network (SAN)/Rainforest Alliance Standard operates in Brazil, its use is limited and success data is not public.
• Corporate commitments to reduce or eliminate deforestation in supply chains rose from approximately 20 companies in 2009 to 307 by 2014. However, only 7% of the 250 major companies evaluated by Forest 500 have zero or zero-net deforestation commitments covering all their agricultural commodities.
• Financial institutions have made the least progress; fewer than 20% of major investors have developed deforestation policies or commodity-specific pledges. Hedge fund managers and sovereign wealth funds received average policy scores of zero.
• Among the 25 major agricultural commodity-exporting countries, only seven signed the New York Declaration on Forests (NYDF), and only three made commitments to reduce or eliminate deforestation from commodity production.
• Nearly 50% of the 15 major agricultural commodity importing jurisdictions—including China, Russia, the European Union, and the United States—have made public zero or zero-net deforestation commitments, though only three are NYDF signatories.
