The Overarching Forest Goals Theme 1 Assessment evaluates global progress toward eliminating deforestation by 2030. It highlights that while some regions show modest declines in deforestation, current global rates are insufficient to meet the 2030 target, and net forest losses continue to outweigh gains from reforestation.

• Eliminating deforestation by 2030 is considered a critical milestone for achieving the 2050 net-zero target and limiting global warming to 1.5°C, as land use change—including deforestation and degradation—is responsible for 10-12 percent of global greenhouse gas emissions.
• To completely halt deforestation by 2030, a 10 percent annual reduction is required. However, in 2021, global deforestation rates declined by only 6.3 percent compared to the 2018-20 baseline.
• Tropical Asia is the only region currently on track to stop deforestation by 2030. While Tropical Latin America and Africa saw decreases in deforestation rates in 2021 relative to the 2018-20 baseline, these reductions are insufficient to meet the 2030 goal.
• Despite afforestation and reforestation efforts creating new forest areas the size of Peru and resulting in net cover gains in 36 countries, global losses exceeded these gains over the last two decades, leading to a net loss of 100 million hectares globally.
• Reforestation and afforestation activities do not compensate for the loss of primary forests in terms of ecosystem services, biodiversity, or carbon storage, meaning the highest priority should be the safeguarding of primary forests.
