Forest Finance 2023

The Forest Finance 2023 report assesses the alignment of global public and private finance with forest goals, highlighting a significant gap between current funding and the investment required to halt and reverse deforestation by 2030.

• The Forest Declaration Assessment Partners estimate that protecting and restoring forests globally at a sufficient scale will cost up to USD 460 billion per year.
• Current domestic and international mitigation and adaptation finance for forests averages USD 2.2 billion per year, which represents less than 1 percent of the estimated needs to meet global forest goals by 2050.
• Public finance that potentially drives deforestation or degradation ("gray" finance) significantly outweighs "green" finance. Between 2013-2018, global grey public finance flows were estimated at USD 378 to USD 635 billion per year, while governments committed only USD 26.5 billion in total for forest protection, conservation, and restoration during that period.
• International forest finance pledges for 2021-25 total USD 28.9 billion, adding approximately USD 4 billion per year. However, as of October 2023, only just over USD 5.7 billion has been disbursed, and half of the pledges are either not on track or lack progress reports.
