Poder popular en acción: Unidos contra la exploración petrolera en Togo

This case study describes the resistance of the Doevi Kope community and other coastal villages in Togo against offshore oil exploration. It details how local communities, supported by Les Amis de la Terre Togo, successfully campaigned to cancel an initial exploration contract with the Italian company ENI after learning about the environmental and social devastation caused by similar projects in Nigeria, Chad, and Ghana.

• In 2012, oil discoveries were confirmed off the coast of Doevi Kope, Togo. The government initially failed to inform local communities about the discovery, but Les Amis de la Terre Togo alerted residents to the potential drilling works and impacts.
• The Togolese government signed an oil exploration and production contract with the Italian energy company ENI in 2010, which was later cancelled following a broad campaign involving Les Amis de la Terre, local communities, and journalists.
• Community members from Doevi Kope visited Ghana in 2014 and studied cases in Nigeria and Chad, observing that oil extraction led to fish deaths, poisoned farmland and animals, and the failure of promised employment and resettlement programs.
• The Doevi Kope community has previously suffered from a port built in the 1960s, which caused coastal erosion that destroyed homes and forced fishermen to travel further out to sea, increasing their risk.
• Despite the cancellation of the ENI contract, Amigos de la Tierra Togo reports that the government still intends to extract oil and is seeking a new partner company.
