Manifiesto de Repudio por el Asesinato de dos Pescadores de AHOMAR

A manifesto by Friends of the Earth International and other organizations denouncing the execution of two AHOMAR leaders, Almir Nogueira de Amorim and João Luiz Telles Penetra, in June 2012. The document links these deaths to a pattern of violence against artisanal fishermen in Guanabara Bay, Brazil, who have opposed the construction of the COMPERJ petrochemical complex by Petrobras. • On June 22, 2012, Almir Nogueira de Amorim and João Luiz Telles Penetra (Pituca), leaders of the Association of Men and Women of the Sea (AHOMAR), disappeared while fishing. Their bodies were found on June 24 and 25, 2012, respectively, near the beaches of São Lourenço in Magé and São Gonçalo in Rio de Janeiro, showing evidence of execution.
• AHOMAR, which represents 1,870 artisanal fishermen across seven municipalities in Guanabara Bay, has faced systemic violence since 2007 due to its opposition to the Rio de Janeiro Petrochemical Complex (COMPERJ), a Petrobras project part of the Growth Acceleration Plan (PAC). Previous unsolved murders of AHOMAR members include Paulo Santos Souza in May 2009 and Márcio Amaro in 2010.
• Tensions escalated between late 2011 and early 2012 when Petrobras and INEA attempted to convert the Guaxindiba River, located in the Guapimirim Environmental Protection Area, into a waterway for transporting COMPERJ equipment. This move, along with the February 2012 deactivation of the Ostensible Police Detachment (DPO) at Mauá Beach, increased the vulnerability of AHOMAR members and led to intensified death threats.
• The manifesto demands that the state and federal governments of Brazil identify and hold accountable those responsible for the murders of Almir Nogueira de Amorim, João Luiz Telles Penetra, Paulo Santos Souza, and Márcio Amaro. It further calls for the reopening of the Mauá Beach DPO, the institutionalization of a State Program for the Protection of Human Rights Defenders by Governor Sérgio Cabral, and negotiations between Petrobras and AHOMAR.
