Romania risks penalties for methane-intensive hard coal production

- Romania's methane capture efficiency in mines is low compared to potential. In 2019, the average degassing efficiency was only 25%, though the Vulcan mine was an exception at 81%. Increasing efficiency to 50% across all mines could increase usable methane from 447 to 1,310 tonnes per year.
- Romania has not implemented any Abandoned Mine Methane (AMM) projects despite having 173 closed underground mines recorded between 1935 and 2019. This contrasts with other European regions like North Rhine-Westphalia in Germany, which used AMM in 107 combined heat and power plants in 2020.
- Despite a goal to end hard coal extraction by 2030, production at CEVJ mines increased from 500 to 700 tonnes in January 2024, with a stated aim to reach 2,000 tonnes per day by June 2024 to achieve net profit.
