Turkey's coal-fired power generation reached 121 TWh in 2025, with imported coal accounting for approximately two-thirds of production due to higher capacity factors. While no new plants have been commissioned since 2022, a purchase guarantee for domestic coal plants announced in September 2025—offering 75 USD/MWh from 2026 to 2029—is expected to increase capacity utilization and potentially push coal generation to new records before a decline after 2030.

• As of the end of 2025, Turkey has a total installed coal capacity of 22 GW, consisting of 11.5 GW from domestic coal and 10.5 GW from imported coal. No new coal power plants have begun construction since the last one was commissioned in 2022.
• Imported coal provides approximately two-thirds of Turkey's coal-fired electricity, despite domestic plants having higher installed capacity. This is because imported coal plants operate at capacity factors above 80%, whereas domestic plants have dropped to as low as 45%. Total coal generation in 2025 was 121 TWh, slightly lower than the previous year's record of 122 TWh.
• In September 2025, Turkey announced a purchase guarantee for domestic coal plants from 2026 to the end of 2029 at a price of 75 USD/MWh, which is 13% higher than the average 2025 electricity market price. This guarantee applies to up to 60% of maximum theoretical production and is expected to improve the financial status of plants and increase capacity utilization, potentially delaying the peak of coal generation until 2030.
