Recommendations for strengthening the NECP process

Ember provides recommendations to the European Commission to improve the governance and reporting of National Energy and Climate Plans (NECPs) to better support Europe's energy transition beyond 2030.

• The European Commission should enforce complete reporting by Member States, particularly for data and targets extending to 2050, to provide long-term certainty for stakeholders. This should be accompanied by a simplified and streamlined reporting process to reduce administrative burdens.
• The NECP reporting template requires updates to reflect the evolving energy landscape, specifically by adding clear targets for electrification rates, the deployment of technologies like heat pumps and EVs, and quantified targets for storage and demand-side flexibility aligned with Electricity Market Design reform.
• Reporting requirements should be expanded to include grid planning targets, including investment volumes for transmission and distribution levels and assessments of TSO and DSO plan compatibility with renewables targets. Additionally, final energy demand reporting should be detailed by all economic sectors and fuel types to identify fossil fuel dependencies.
• Current NECP data is highly inaccessible because it is not provided in a single source, often requiring manual extraction from individual documents. The Commission should require digital submission of full templates and collate this information into one publicly available data source.
