National targets still aim for a doubling instead of a tripling

An Ember report analyzing national renewable energy targets for 2030 finds that global ambition remains aligned with a doubling of capacity rather than the tripling goal set at COP28. Despite record deployment, aggregate targets have only increased by 8% since COP28, with significant gaps remaining in both solar and wind ambitions compared to the tripling scenario.

• Aggregate 2030 national renewables capacity targets have increased by only 8% since COP28, rising from 7,238 GW to 7,793 GW. This indicates that national ambition is still aligned with a doubling of capacity from 2022 levels rather than the tripling goal.
• The recent 8% increase in global targets is primarily driven by China, which saw an increase of 779 GW. This was partially offset by a 197 GW decrease in the US target, which was updated to reflect political changes and the revocation of the Inflation Reduction Act (IRA) and Bipartisan Infrastructure Law (BIL) in early 2025.
• National solar targets are significantly lower than both the requirements for a global tripling and current installation forecasts. While a tripling scenario requires 6,101 GW of solar by 2030, combined national targets total only 3,110 GW, which is barely half of the required level.
• National wind targets are roughly aligned with industry forecasts, both of which fall short of the 2,742 GW needed for a global tripling. National targets currently put the world on a trajectory for 2,223 GW of wind capacity by 2030.
