Draft national targets put EU just short of REPowerEU

• The draft NECPs exhibit poor data transparency and a lack of detail regarding power system flexibility. Only eleven draft plans quantify 2030 deployment for energy storage, and only Spain has an explicit technology-neutral storage target.
