• The Wood Innovations Grants Program, established in 2015, aims to expand U.S. wood product and wood energy markets to support long-term forest land management. Its climate-focused areas include sustainable forest management to build resilience against wildfires and the promotion of mass timber, such as cross-laminated timber, as a sustainable alternative to carbon-intensive concrete and steel in construction. In fiscal year 2021, the program funded 44 projects with $8.9 million, with 21 of those projects focusing on mass timber.
• Funding for the program has come from several sources: Congress appropriated $30 million each in FY 2023 and FY 2024. Additionally, the Inflation Reduction Act authorized $100 million, and the Infrastructure Investment and Jobs Act (IIJA) allocated $60 million over five years for the Wood Innovations Grants and Community Wood Grant programs. • The House Agriculture Committee's May 2024 amended text proposes expanding the scope of the grant program to include the construction of new facilities and the hauling of material removed to reduce hazardous fuels. It also suggests expanding priority criteria for grant selection to include projects that enhance carbon reduction strategies in building design and interior wood products, or those that provide an analysis of benefits regarding wildfire risk reduction, increased fiber flow, and the creation of forest or mill jobs.
• The House version of the Farm Bill proposes a change to the matching fund requirement for grant recipients. While current law requires eligible entities to provide funds equal to the amount received from the grant from non-Federal sources, the House proposal would reduce this requirement to 50 percent of the grant amount.
