The PREPARE Act

The PREPARE Act is proposed legislation designed to address the federal government's lack of organization and systematic information sharing regarding extreme weather risks. Based on GAO findings that extreme weather is a high-risk fiscal exposure, the Act proposes creating an interagency oversight council, collaborating with state and local planners on best practices, and establishing regional coordination plans to protect national assets and citizens.

• Extreme weather events represent a significant financial risk to the U.S. federal government, leading the GAO to include these threats in its 2017 High Risk List of pressing fiscal exposures.
• Between 2010 and 2016, 74 extreme weather events each caused at least $1 billion in damage, resulting in $316 billion in economic losses across 44 states and 1,646 deaths.
• The GAO identified three primary failures in the federal response to extreme weather: a lack of organizational structure to address fiscal exposure, the absence of a comprehensive program to validate the effectiveness of insurance program measures, and the lack of a systematic method for sharing information with state and local governments.
• The PREPARE Act proposes to institutionalize executive orders and GAO recommendations by establishing an interagency oversight council for resilience and risk management, facilitating the adoption of best practices with local and state planners, and creating regional coordination plans for better information sharing.
