The PREPARE Act

The PREPARE Act is proposed legislation designed to improve the U.S. federal government's ability to manage financial risks and operational preparedness associated with extreme weather events, based on recommendations from the Government Accountability Office (GAO).

• Extreme weather events represent a significant financial risk to the federal government, leading the GAO to include these threats in its 2017 High Risk List of pressing fiscal exposures. Between 2010 and 2016, 74 events each caused at least $1 billion in damage, resulting in $316 billion in economic losses across 44 states and 1,646 fatalities.
• The GAO identified three primary systemic failures in the federal government's response to extreme weather: a lack of organization to address fiscal exposure, the absence of a comprehensive program to validate the effectiveness of agency measures for federal insurance programs, and the lack of a systematic method for distributing information to state and local governments.
• The PREPARE Act (Preparedness and Risk management for Extreme weather Patterns Assuring Resilience and Effectiveness) proposes to increase government effectiveness at no cost to taxpayers through three main mechanisms: creating an interagency oversight council for government-wide priorities, collaborating with state and local planners on regional issues and best practices, and establishing a regional coordination plan to improve information sharing among stakeholders.
