HR 4177: The PREPARE Act

The PREPARE Act proposes a strategic approach to manage the financial and systemic risks posed by extreme weather to the US federal government. It seeks to establish an interagency oversight council, improve coordination with state and local planners, and create regional coordination plans to enhance resilience and risk management without increasing costs to taxpayers.

• Extreme weather events pose significant financial risks to the US federal government and impact various systems, including human health, ecosystems, infrastructure, and agriculture. Between 2010 and 2016, 74 events caused at least $1 billion in damage each, resulting in $316 billion in economic losses across 44 states and 1,646 fatalities.
• The US federal government currently lacks a comprehensive program to independently validate the effectiveness of agency measures against extreme weather, lacks a systematic method for sharing information with local and state governments, and does not sufficiently budget for recovery or focus on pre-disaster mitigation.
• The PREPARE Act proposes to increase government effectiveness at no cost to taxpayers through three primary mechanisms: the creation of an interagency oversight council for risk management and funding, collaboration with state and local planners to adopt best practices, and the establishment of regional coordination plans for better information sharing.
