BIOMASS CROP ASSISTANCE PROGRAM (BCAP)

The Biomass Crop Assistance Program (BCAP) provides financial aid to agricultural and forest land owners to establish and deliver biomass feedstocks for bioenergy. Under the 2018 Farm Bill, the program was authorized for $25 million annually through FY 2023, though no appropriations were provided for FY 2023. The program offers establishment payments for perennial crops and matching payments for the collection and transport of eligible materials to conversion facilities.

• The Biomass Crop Assistance Program (BCAP) is designed to support the production of eligible crops for bioenergy and assist land owners with the collection, harvest, storage, and transportation of biomass materials to conversion facilities.

• The program excludes certain materials from eligibility, including whole grains (such as corn, wheat, and rice), animal waste, food waste, yard waste, and bagasse.
